Is it possible to receive the change alert notification by text message?
Yes, you can receive the change alert notification by text message. Please take note that a Personal 5k plan or higher is required. You can set up text messages to your mobile device through your dashboard by clicking on Profile > Settings and confirming the added phone number on the email notification that you will receive.

Then from your dashboard, select a monitor and click on the settings icon. This will open the monitor settings panel.
Click on Notifications > Text which will enable text notifications for the monitor. Then click Save.
SMS is currently supported for the following two countries:

Canada
Countries not on this list may experience SMS deliverability issues due to local regulations and networks.
